For more than one user to have a Home Key, a HomePod, HomePod mini, or Apple TV set up as a home hub is required. Sharing a home key requires sharing access to your whole Apple Home. On the new Apple Home architecture a home hub, such as Apple TV or HomePod, is required to share control of your home and to receive Home notifications. iPad is not supported as a home hub on the new Home architecture.
