There are two reasons for that: (1). In the event the fire sprinkler is activated the 70% open requirement is that the water from the sprinkler head, as you clearly see in the photo, must be able to penetrate the top-mesh and put out any fire. (2). If patient is laying in bed and the fire alarm is activated the patient must have a clear view of the exit sign in the room. 70% open factor is what every Fire Marshal requires.
