This is a 1970s US Air Force (USAF) genuine military helmet bag.
The handles are made of tape that can be slung over the shoulder, making it convenient to use as a tote bag.
I received it from an acquaintance who is a former military personnel who has already retired from the US military, and it was in this condition with the tape handles.
I have never seen an item like this before, so I think it is very rare.
