Vintage EMPTY 3-Ring Binder - Official Police Procedures, Portland Oregon. Cover(s) are some sort of plastic. Plastic is black and pretty flexible and is washable. Has 3 rings inside and can fit 3 ring paper, spiral notebooks, index pages or sheet protectors. Black in color with white writing on the front only. The front says, OFFICIAL PROCEDURES - BUREAU OF POLICE - PORTLAND, OREGON (this writing is inside a square thin lined outline). This is EMPTY and doesn't have any police official procedures inside. This is older and has been stored and moved around a lot. Still in good shape BUT please see how covers lay when there's nothing inside it. Rings are used and look a tad aged but still works, rings are not super shiny. Also, the rings inside has made some indentations on the inner covers from pressure. Nothing to horrible. This is a neat binder to have- you don't see many of them plus it's from PORTLAND OREGON. Please see ALL pictures.
